I don't remember much detail, but the Oregon Parks and Recreation study of a possible trail had several alternatives including a modest trail and a grandiose wide paved trail. At a meeting where it was discussed, the WURA board seemed skeptical about the grandiose idea. But I think such a trail, if made "official ," would need to accommodate cyclists as well as hikers.
