They better get with recruiting some industry to use the rail. The trail word has been mentioned, it is only a matter a time. It is Pensy Toto!!. I've seen it happen repeatedly across this nation, helped fight off some, but in the end, trail people exert tremendous pressure, and it all won't be locally, so saying the locals won't let it happen assumes they will have a choice. Using it is the only hope to a secure future, mothballing isn't!
