"Build it and they will come" does seem to work more or less in the case of freeways because there usually are more autos than roads historically. Plus autos are DIY, no union chauffeur(s) required.

I suggest the level of incomepetence at CHSRA may be actually increasing, to the point where someone like Quentin Kopp looks like an "expert" by comparison to the likes of Brown, Villa and Antonovich. The only savvy person on the case, Roelof Van Ark, they summarily fired. Basically they fired the messenger, a true indication of just how stupid PB-CHSRA really is.
