I've wondered about the buffer cars on the crude oil trains also. I saw a BNSF train today (Pasco-Minot) with a cut of company diesel fuel tank cars right behind the power, no buffer at all. On the other hand it had 5 units and at least the trailing 2 were dead or idling so maybe they count as buffers. It seems that diesel fuel would be easier to ignite in an accident than crude oil.
