Of course they are negotiating with another musuem, just that this "other musuem" is a lot better at keeping it under wraps that the Pomona group was. Someone in Pomona couldn't keep their big mouth shut and spilled the beans. Now it isn't just a Chapter decision to be made in private but a Chapter decision to be made in the railfan public spotlight.
