I heard something similar myself.

From what I was told, there are plans to add another San Joaquin train to and from Oakland, but UP cried fowl and made their usual demands for 40 quadrillion dollars in track upgrades, 500 million miles of second or third main lines, the deeds to the passenger's homes etc.(think Amtrak trying to make the Sunset daily).

BNSF is willing to work with Caltrans, and the additional frequency would run on the BNSF, but the trains currently running would remain on the UP. The new trains could run on the UP and one of the existing ones could be moved to the BNSF, but UP is only allowing four round trips and isn't budging.
