ex-CNW bi-Levels in Tijuana?

Goofing around with Google street view I stumbled across something interesting. OK, so it has been a while ago as it says 2009 in the photos, but can anyone tell me why these four ex CNW bi-level commuter cars were in Tijuana? Going north or south?? I don't recgonize the paint job either.
