Okay, that makes sense. And Karl, I wasn't concerned with response times from people who had to be called up from home. I watched the live report on the 10 o'clock news on channel 2, as well as ABC 7 news at 11PM, and in both live shots and the non-live video feed, there were TONS of railroad people on-scene. Lots of UP trucks, lots of reflective vests and hard-hats. I guess I was just curious if there is some mystical, magical, scientific and intricate process that takes place under a microscope to move a train or if it's sort of what I suspected all along---bureaucratic red tape. I have seen the identical thing happen in my industry as well. It is shocking how ridiculous things have gotten. Decisions used to just be "made", and that was that, and the incident was over. These days, it's mandatory notifications and all sorts of other useless BS that has only made things more inefficient and, IMHO, less safe (in my industry, not the RR industry).
