It would be called an incline railway. This one is a spectacular one.
Logging railroads sometimes used them to lower cars of logs down steep hills.
PG&E had one from Spring Gap (on Pickering's logging railroad) to Spring Gap Power House. It was used to build the power house and was the only means of access for many years (even after Pickering's railroad was cut back to Lyons Lake). I got to ride it in summer 1964 while cruising timber for them.
PG&E also had one to service the penstocks for Bucks Creek Powerhouse in the Feather River Canyon.
