There were at first two different routes which did not connect.

Construction to close the gap was done in 1979.

On Oct. 6, 1979, a ceremonial spike was driven marking the closing of the gap at milepost 71.26.

This information is included in a timeline of development of the PRB in my Powder River Basin guidebook.
