What about the small shortlines that were using cell phones for communication between the dispatcher and the train crews? I know of one shortline where the crew members used (note paste tense) their cell phones to communicate with the dispatcher and to advise customers of pick-ups and set-outs at their business. It is my understanding that in order to use a cell phone, the train has to be stopped and the crewman standing on the ground in order to make a phone call.
