I don't think the Brazilian railroads can take most of these; they are meter gauge railroads, so the B39s/B40s would have rather tiny fuel tanks when they are converted to six/eight axle trucks. I don't believe they've been going after SD40s very much, either; there are plenty of them on the second-hand and third-hand market.
Those B40s would probably be snapped up by a shortline railroad or regional railroad looking to replace 1960s/1970s era locomotives with newer stuff. I'd be happy if Portland & Western took some, just so we could see something other than GP39s.
The MP15s will definitely find homes.
The CCRCLs...I'm surprised they are going out to auction; one of the main reasons why they exist is because they had no value as locomotives, so it was a cheap way for UP to add radio control equipment. I would imagine UP will be paying someone to scrap them. Supposedly the prime movers are still inside them, maybe there's a little value there, but I believe most everything else is gutted - much of the cab is gone, the electrical panel is gone (it's where the RCL equipment is located)...probably the generator is gone as well.
