It was a loop in theory. ISTR that the old heads once mentioned that the period of time you could go all the way around wasn't very long, meaning that the the trackage was built on a piecemeal, as needed basis and the top of the loop didn't exist for very long. The tunnel predates the industrial park by several decades.
