I am not sure of the original intended purpose, but located on the web that the tunnel was built in 1951 when the road above (bayshore blvd) was upgraded. I suspect the industrial park came later but do not know when. Perhaps tail track for the wye, or lead to an older industry in that general area. Still hoping a picture turns up.
