And the worrysome part about the 3-year deadline to come up with the money is the fact that CSRM has been raising money for a MORT (remember, this idea has been around a long time and has gone through several iterations, evolutions, and proposed locations) at least since the late 1980's/early 1990's.

One wonders how much, if any, of that money still exists.
