At first glance I'd say that he means an electrical switch not the BCO cut-in-out valve on the brake stand. This is used to change the starting characteristics from slow build up of amps in freight service to rapid buildup of amps for acceleration.
WP Funits had a similar switch to allow for faster response during switching than normal road service position.
