Dispatcher Territories

I live near the dividing line between Disp B territory and Disp A territory.
For the time that I have lived here, Disp B would control trains to the dividing line, at which point Disp A would take over.
Lately, I have noticed that Disp A will tell trains in Disp Bs territory to move up to another point in Disp Bs territory. One day I heard Disp A tell a train to move up to a point in Disp B's territory. Only to hear Disp B call the same train to cancel a slow order.
So, on the one hand, I see efficiency, Disp A telling a train in B's to move up to a point in A's territory, Yet, B is responsible for trains in its territory.
Is this a legitimate method of running a railroad?
