Not necessarily true. At least not on UP. With the Avtec radio system UP uses on many if not all dispatching desks, each dispatcher can select from a variety of channels that have been programmed in. It's quite common for a dispatcher to come over to the radio channel for an adjacent territory when he/she needs to talk to an approaching train. For example, southbound trains on UP's Niles Sub will often be contacted by Dispatcher 58 to ask them to switch over to 58's channel to be given a Track Warrant, even though the train is physically in Dispatcher 62's territory, and occasionally northbound trains will be contacted by Dispatcher 62 while they're still in 58's territory.
