I have to call out stupid Trainmasters all the time. If he states that no track warrant is necessary, ask him to show you the rule allowing you to occupy a main track within the limits of a Track Bulletin Form B. He can't because it doesn't exist. Almost sounds like a "efficiency test" to catch some poor train crew violating a rule.
Also GCOR Rule 15.2 doesn't give the foreman in charge "control" of the train, it simply allows (several different methods) a train to pass thru the limits of the Form B. It would seem that either a Train Coordination action or joint Track and Time would be necessary for what you are referring to.
Finally, if the movement you are been asked to do involves a shoving movement, thru the Good Faith Challenge (GCOR Rule 1.4.1) at him and see what happens.
I know, it much easier typed than done, but its your certification and not the Trainmasters if he is wrong.
