Or try the rule that states "In the case of doubt or uncertainty, take the safe course." Be polite and ask for a clarification from the chief rules examiner. Most decent TM's or RFE's will simply pick up the phone to get their opinion before you even ask for it. Why would they (unless they have an ego issue) stick their necks out?
