Doublestack question

Are there any shortline railroads that offer doublestack rail service with there own container yards? I know of the cold train in Washington state. Could a shortline make money offering this service? Does the location of other ramps, and ports nearby factor into the equation? Would the class 1's even allow shortline competition? Thanks for your thoughts.
