The intermodal facility at Port of Quincy was first built with the idea of shipping containers to/from Seattle in sort of an "inland port" concept. They built the facility without getting a buy-in from BNSF for this concept. Note that Quincy is only 160 miles from Seattle.

When they couldn't get BNSF interested after the facility was built, the port went looking for a tennant. Cold Train is the result. Of course, the traffic all flows east from Quincy, rather than west as in the original vision!
