For several years I worked on several projects related to potential increased rail access to Port Hueneme, which had suffered major service cuts, and rail access issues due to UP's monopoly over that port. The port was losing/has lost significant business due to UP's poor service and refusal to provide timely access. Several times I noted to those confronting this issue that the option of suing UP might be a necessary action to consider in order to remedy is situation. But, the UP had them so fearful of further harmful service disruptions that they did nothing.

Pacific Harbor Lines is an excellent example of a "short line" operating double stacks out of POLA.
