The middle lane wasn't the suicide lane you describe but controlled by traffic signals overhead so that its direction of travel could be changed according to peak hour traffic loads (two lanes WB in the AM, two lanes EB in the PM). The Golden Gate Bridge still does this sort of thing using plastic poles. ISTR that during the off peak hours, the signals were set red for both directions.

There are still signs of the bridge railway on the bridge, and these will never go away unless the suspension section and tunnel are replaced: the South side curb and railing on the lower deck is subtly different than the one on the North side, there are refuge niches on the south wall of the lower deck in the tunnel but none on the North side, and all the stringers on the underside of the upper deck have been reinforced to carry the increased loadings of truck traffic. (The South side curbing and railing were moved from the center of the bridge to the South side after the tracks were removed.)
