If we were to find a way to get 10% more of long haul trucks onto rail, or into boxcars, it would reduce emissions MORE than all these locomotive and truck emissions bullshit we are doing. That is a known and proven fact (see EPA, 1986, 1998, 2002, 2005, 2012 studies).
The reliability of over the road truck engines is now crap, they are ruining heavy equipment engines now (including farm) for little or no real gains at all. And we have created scrap lines out of perfectly good SD-40-2's that could have been remanufactured, upgraded and reused were it not for present regulations making that impossible without a new prime mover. Even though Europe has diesel emissions, none of their engines, locomotive or truck, will meet current U.S. standards, and that is the same for all but one automotive engine. One German auto maker has a really nice 50 mpg diesel for full size passenger car that cannot be made to meet U.S. standards. We've gone off the deep end on this and more is yet to come.

As a side note to an above post --- the FDL engine was used through the dash-9 line.
