Part of the reason for high BART operator salaries is historic. When BART began operating several bus routes were abandoned. BART was required to hire the laid off bus drivers and pay all the highest salary received by any of the drivers. Thus BART operators began with fairly high salaries. My memory is that one very small bus company had paid high wages to their drivers.

Over the years politicians have been involved in setting BART salaries. Many of thse politicians have been beholden to labor unions so they have been very generous with BART salaries.
