Wouldn't it be better for the railroads to spend their capitol on things like more two main track, sidings, general improvements to motive equipment, and lower rates than fighting lawsuits, delays to commence, counseling, extra labor, investigations, filling out local, county, state, federal paperwork, because someone had a death wish?
I for one would not like my hard earned money going to lawyers and higher insurance because someone got in my way!
