No Bonds for Bullet Train and New MOS Plan Requiered

After almost 13 years of failed rail passenger planning and a kind of "making it up as you go along" program, the CHSRA has apparently been called to task in Court, with two major decisions, both setbacks, that call into question the adequacy of the plan to build a truly operational minimum segment and finance it, and s refusal of that Court to certify the bond issue. as had been requested by the State Treasurer.
I sure wish we had some evidence that adults were actually in charge of this fiasco. I once had high hopes for the potential of changes at this poorly planned and deficiently managed program, but have been disappointed once again, by the damn the torpedoes attitude, and failure to come to grips with either the high speed rail travel needs within California, or financial realities of effectively delivering an incremental, affordable, and effective system.
