This is laughable.

The FRA, and apparently others, considers a second person on the head-end of a train as a good TEMPORARY fix for the safe operation of trains.

Whenever talk is brought forth that it might be a good PERMANENT fix, the bean counters and statisticians step up to the plate and pontificate that it would be ineffective.

Metrolink did the same public relations stunt (placing a second person on the head end) for a few weeks right after the Chatsworth wreck.

You can't make this stuff up.
