Another possibility, given political attention and the possible embarassment to the rest of the industry of a railroad that just can't seem to help fouling up (there, I used polite language), is the FRA wants to punish MN in some way. Shutting down the railroad probably is a non-starter considering the transportation need and the potential clout of the riders and their bosses, but they *can* make life inconvenient and somewhat more costly for the management to force reasonable improvement to happen yesterday. Given that it's a publicly-owned railroad, they probably can't do something like issue a Great Big Fine - that would just come out of local taxes and raise fares and the tort lawyers are on the job to make sure that happens in another way anyway. So my vote is for this being a stinging wrist slap that will focus attention on getting the signals set up properly. It's not a PTC issue (NTSC's mantra notwithstanding) - MN has a system that can enforce speeds now according to things I've read if they set up signal indications properly.
