Just got the following email from BART. I had asked them the following question:

"Will the new BART cars use the same flat wheel design as the current fleet or canted wheels? Will the axles be solid or independent?"

Their response:

"Thank you for having contacted the BART Fleet of the Future New Train Car Project with your questions. BART has worked closely with Bombardier and other engineering consultants to arrive at a wheel design that will lead to less corrugation, resulting in a quieter, smoother ride. As the design currently stands today (not finalized), the new BART cars will have a similar wheel profile to the existing cars, but with a steeper contact angle to improve wheel to rail interaction. The axles will remain solid, as they are on current BART cars."
