This project simply competed for available money - and lost.

Don't believe everything some advocate group (BayRail) claims. Actually, the MTC did consider funding the project with certain specific moneys, along with a host of other projects which were all in line for the same dollars.

But because this project, same as any other, had to compete for any available money with all sorts of other projects, many with better cost/benefit ratios, the MTC simply chose another project, which it then submitted to Congress (and to other appropriating bodies) for approval and funding. No money "belongs" to any project, until it has been approved by Congress or other appropriating body. Not one thin dime!

Since Congress usually follows these "Earmarks" and local prioritizing by local MTCs; that was that. Not a dime was ever appropriated to this project; therefore not a dime could have been "stolen" from it!

And indeed, if any money had gone to something outside its legal appropriation, it would be a federal crime called misappropriation; which could get your address changed to Leavenworth Kansas. It is similarly a State crime should it involve state money.

If you really have reason to believe that actually happened; you, as a good citizen have a duty to report it to the proper authorities - and certainly not to this forum.
