Well despite the other tacky remarks, I have some info about the San Joaquin (check spelling in title) but probably as many questions as you. Here is a good link that discusses the issue.

In my opinion, two things could happen to make the San Joaquin a better route. 1) Open up service through the Tehachapi Mountains to LA and 2) Repair the Dumbarton bridge in the bay area so the train could cut over Altamont, across the bridge and on into San Francisco.
The San Joaquin route has grown substantially over the years and is one of the more popular routes of the Amtrak system.
