PHMSA drops this little bomb just before a congressional hearing. Basically, with no advanced warning or opportunity to discuss contingencies, the agency just pulled a percentage of rail cars (and truck tanks) out of the fleet - even before agency releases the results of its chemical analysis of the crude oil from the "Bakken Blitx." Makes the Administrator look "tough."
