My understanding was that it was intended to be a competing route to the D&RG for Denver-Salt Lake traffic, with a more direct route than the D&RG’s long journey through Pueblo and the Royal Gorge. How the D&SL intended to get from Craig to Salt Lake I’m not sure, but the Wikipedia page is a good starting point for basic info on the line:
