I'd be "all for" raising taxes on motor fuels if there is an ironclad guarantee that the funds won't be diverted to other things. If you define fuel taxes as dedicated to fixing the highways, then even squirting some at a rail branch line or barge tie-up is a diversion, and that opens the door. Why not use the funds to fix bike trails? Or safe streets?
I don't know what we can do to avoid the diversions, so I'm not for raising the fuel tax and I'm definitely not for using vehicle use tracking as part of the equation, although for privacy, not tax efficiency reasons.
Good point on the fact that raising costs to truckers will ultimately be paid by consumers. That's true in every part of the corporate tax scheme.
