Doing a mainline steam trip takes a lot of work and is really expensive. GGRM only has one coach, one lounge and a business car that is operational. They need to rent a bunch of cars to make a train. Then the hassles of arranging with UP to move the loco (if UP is even willing to do it).
It makes more sense to work with the PLA to do operations on the PLA's Niles Canyon Railway. The all heavyweight train they operated a few years ago was very cool and didn't require any cooperation with a mainline railroad. Plus no diesels in the consist!
