Weird Donner happening's

For the past three months or so Z trains have been seen going through Reno with 6-8 locomotives and just a hand full of flats or well cars. On one occasion I counted 7 units and 4 well cars single stacked! I have seen this a couple of times a week and going both directions. This cant be balancing equipment if its happening both directions-can it?

Any input is appreciated
