There is a practical maximum voltage limit for third rail operation. I think the maximum existing is about 2400 volts.
In supplying power you want to use the highest possible voltage to reduce the amount of current required. Good old Ohm's Law applies. Less current = less metal required. Thus moden electrification often uses 10,000 volts or more on trolley wire.
