I’m just blowing smoke out my A$$ here, but why isn’t BNSF rebuilding the SP&S between Cheney & Pasco? It seems like scenarios like what are happening now are the exact reason why BN/BNSF has held onto the ROW for. They could rebuild the line without having to adversely affect traffic flow on the Lakeside, and once done, its basically double track Spokane to Pasco. I realize there are issues regarding trails using the ROW in a few places, but overall, most of the SP&S line Cheney to Pasco is pretty much open for the taking.
