CWR has been used for decades in locations with significant temperature swings - even in a single day. The key is to install the rail at the proper temperature and properly apply rail anchors or various modern track fasteners. If things change (e.g., a broken rail in the winter is hurriedly repaired with a plug rail) the rail must be "adjusted" (rail anchors removed, rail cut, heated / stretched and re-welded) before the hot weather season.
