I may have jumped the gun on this issue. It may turn out that the article from Progressive Railroading that Pechner posted on TO was actually indeed written by Pechner because here is how he ends his TO post:

"[...]along freight-rail mainlines serving San Pedro Bay ports. Posted by Mike Pechner"

As you can see, no line break at all, which suggests that this content may indeed have been authored by Pechner. If he did write it, then by, perhaps, following my suggestion that he precede reposts of content posted elsewhere with language announcing them as reposts he is not self-plagiarizing. But if he hasn't written this Progressive Railroading piece then he may be just be in plain old plagiarizing arena here, because by putting his name at the end of a piece he didn't author, it misleads readers into thinking he did write it.
