I saw it in the POVA shop in Usk, WA in late December. POVA does most of Western Rail's work in their shop. There are deadlines at both Usk and Airway Heights, though I think Western scraps/salvages at their Airway Heights location. I don't think 7311 was ever used in the Northwest, and I heard it was going to be rebuilt with regular EMD flexicoil trucks.
It doesn't seem to make sense to put that much money in an old, somewhat odd unit, except many of Western's customers are industrial users. Compared to a large Caterpillar dozer, a rebuilt locomotive is a bargain to them. Shortlines are much more reluctant to spend that kind of money.
I think I saw the OPR/OP&E SW8 in the Usk deadline. The OPR/TN&O SW8 was at Airway Heights a few weeks ago.
