Locos that go to Western's Airway Heights facility often do wind up getting scrapped, or more correctly, "parted out" --- but not always. If a unit moves from A.H. to Usk, it usually means that it is going for work and/or upgrades; possibly because of a sale or lease. Units would not be moved to Usk for scrapping.

I do not know the specifics of 7311, but believe that is at Usk for restoration to operational condition.
