Having worked on the 2467 all I can say is yes, it will run again some day. All it will take is $$ and a lot of dedicated volunteers.

BTW, it needs more than just brasses. A complete running gear overhaul is needed, plus the boiler inspection.

Wine train? Until there's turning facilities at both ends you're just asking for trouble.

Santa Cruz? 10mph all day long will do a lot of damage as well.
