The article says the 22 acre railyard was acquired by the railroad in the 1920's. Was the land purchased from the city or from a private party? If so then 22 of the 28 acres would not fall under the agreement.
Did the railroad have to pay property taxes on all the 28 acres? If so was the taxes always based on the $30,000 value or was it increased over the years?
