The crux of the problem is they can can't pass the Tejon Ranch Co. The Ranch must have something good on Jerry Brown.
The solution is for Moonbeam to wise up the Tejon Ranch good and fast. The value of the whole damn thing is a fraction of the $100bil cost of what I call PB-LAHSR. Let them know in no uncertain terms, as the expression goes, that their proposed golf course at the Tejon Mountain Village is toast and that if they persist the State will purchase the whole property and turn it into a park.
There is a good route at Tejon but it appears that it is pretty close to unique. That is what eminent domain is for. Besides I assert that throwing down an embargo on a natural transport bottleneck is unconstitutional - an illegal toll and gatekeeping.
IMHO Jerry Brown and that cabal of philistines typified by the Tejon Ranch Co. and the Palmdale real estate developers plan to sprawl out the whole State. I'm saying 100 million for SoCal, the same density as in Guangdong Province, the most populous in China. And they'll take every drop of water in the State to slake its thirst.
