There was (maybe still is, haven't been there in awhile) quite a lot of seed production in Long Valley... small grains and potatoes mostly. It's possible the hoppers were for outbound seed oats or something, or maybe inbound granular fertilizer? Seed producers like high-altitude farming because it reduces infestations of smut and other fungi which are ruinous to seed crops.
