The US is already currently exporting crude to Korea, so there already appear to be a number of "exceptions" to this oft ballyhoo'd "ban" on oil exports.
I expect enormous pressure to eliminate the remaining restrictions, given the clear near term benefits to the world and US economy, and the geo-political leverage that gives the US in dealing with screwed up places, like all of the middle east, and with dufus's like Putin.
Like the oil industry ironically "saved the whale" from extinction in the mid 19th century, it is ironic that cheap and plentiful natural gas from fracking is actually reducing greenhouse gases in the US by the most of any of the major industrialized countries.... by replacing coal for electrical generation.
The investments in RR capacity will be needed for at least the next five years, just to catch up, especially if they make these all "K" type trains. Exports will just make that investment even more critical. And, frighten the Nimby's even more than Halloween does....
