As for what the State of Washington should do to enhance rail transportation on the Palouse, the big picture should focus on the W&I as the primary north/south "spine" running from BNSF in Spokane (Marshall) down to a point on the Snake River somewhere to connect with the Great Northwest Railroad, and at least one intermediate interchange point to connect with the WATCO/UP lines.
Yep, that would mean building at least two new rail extensions to get it all connected. The way I see it, if the State can pour billions into a hole in the ground along the Seattle waterfront, they can spend a measley billion to make a viable in-state rail network.
